A lot of free shelters are in dangerous parts of town and have rats and other health code problems, so it's completely understandable why some would refuse shelter.
And where do they sleep if not on public property. They shouldn't on private property.
Also, non-homeless people are not criminalized for napping on public benches, so why should homeless people. That's discriminatory.
So yes, they should be allowed to sleep on public property.
