There should be some funding set aside for emergency/necessary abortions (abortions that are needed to save the live of a mother and issued by a doctor who gave diagnosis). Abortions that also come from legal cases should be funded or should have the ability to be funded by the convicted perpetrator in a sex crime (ex. a woman is raped, gets pregnant, the man is found guilty with hard evidence, and should be able to be required, at the victims discretion, to pay for the abortion of the forced pregnancy) as a woman should not be forced to take on the burden of a violent crime and suffer more due to "moral beliefs". A voluntary abortion in which the woman chose to freely get pregnant out of her own consent, or which happened as an unexpected result of consensual sex, should be privately paid for by the woman woman who got pregnant and the man who got her pregnant (both must contribute). Any other health procedures or programs, such as those which deal with sexual diseases, should be funded by government.
