Is it ever justifiable to bomb civilian areas during war, and if so, under what circumstances?

No unless that place has had a full evacuation of all civilian people and has been used as a military out post or storage facility.

It is only justifiable if the areas have no children or people in the areas. The war zones shouldn't extend to those areas, but if they do then those areas should be evacuated and bombs can be dropped if bombers choose to.
