Should police departments be allowed to use military grade equipment?

If you were in charge of your local police department, what criteria would you use to decide whether or not to acquire military-grade equipment?

The criteria I would use to determine if police should acquire military-grade equipment or not would be the threat levels of the community. If there are many active crimes and crimes that are involving harm on a person or weapons then cops should be more heavily armed.
