Is it ethical for public health officials to use fear or inconvenience to enforce compliance with things like vaccine mandates?

If the fear is unfounded, then no, it just causes the opposite effect in the face of skepticism, and when the effects aren’t as bad as they were told, then they start to distrust everything else. Inconveniences aren’t as much of a problem to me, nor do I consider them a terrible way to go around things.
