Only under circumstances: Yes, but they must post a conspicuous sign, verbally inform (kindly) AND provide LOCAL alternative businesses available that are known to assist those customers. IF THERE IS NO ALTERNATIVE within a reasonable (to the average person) distance, they should NOT be allow to deny people their only venue for their services.
