Yes, after proven rehabilitation efforts have been made and adequate education/vocational/skill building services were provided and utilized. There should be help placing them in jobs and homes when they're released as well, and we need to eliminate the stigma surrounding them acquiring jobs - Non-violent offences that have been accounted for and corrected should not follow you your whole life, preventing personal betterment.
