The Constitution does allow the President to override Congressional approval in times of an emergency which has the same effect of federal law but Congress can pass new law to override the order. As such, it is my opinion that approval for military force in foreign countries should be decided by American citizens given that taxpayer money funds governmental operations and politicians can be swayed by lobbyists and NGOs.
