If they have access to government subsidized healthcare, they need to be working a job and trying to get citizenship. But also if it is life or death emergencies that need to be treated that aren't being treated in their home country then yes the should be allowed to have the healthcare but also have some money to afford the healthcare and for them to live somewhere until they are granted citizenship.
