No foreigner should have the right to vote in any US election both federal and at the state level. Unless, they have legally gone through all steps necessary (and pass) to be a documented citizen of the United States.

European citizens don't necessarily have US citizen best interest in mind and may not fully comprehend the cultural climate and life of US citizens to make votes that are fitting for the US.

because there are countries that aren't in the EU such as Japan whose modern culture is similar to ours.
