Yes because if we are too busy focusing on helping others then we might leave ourselves open to attack. This being said a passive priority will do good and a 80% priority for its citizens is harmful to the world. We should try and help the world as much as we can while also helping ourselves.

Yes because if you don't have safe and healthy happy people then your forces are going to be a disaster. They won't want to fight for a nation that disregards them unless they need them for protection.
